Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Job Summary:

We are seeking a highly skilled and experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to join our team in Uganda. The successful candidate will be responsible for designing, implementing and maintaining effective monitoring, evaluation and learning systems to ensure that our programs are achieving their intended outcomes and impacts.

Key Responsibilities:

  • Design and implement monitoring and evaluation plans, tools and frameworks to track program progress and outcomes.
  • Develop and maintain effective data management systems to ensure accurate and timely data collection, analysis and reporting.
  • Provide technical support to program teams on MEAL-related issues, including data quality, data analysis and use of data for decision-making.
  • Develop and implement accountability mechanisms to ensure that programs are accountable to beneficiaries and stakeholders.
  • Develop and implement learning and capacity building plans to enhance staff skills and knowledge on MEAL-related issues.
  • Collaborate with program teams to integrate MEAL into program design, implementation and reporting.
  • Ensure that MEAL systems and processes are aligned with donor requirements and organizational policies.
  • Provide regular MEAL-related reports to management and stakeholders.

Requirements:

  • Master's degree in a relevant field (e.g. social sciences, statistics, computer science).
  • At least 5 years of experience in MEAL, preferably in a similar context.
  • Strong technical skills in data analysis and data management.
  • Experience in designing and implementing MEAL systems and processes.
  • Strong understanding of accountability and learning principles.
  • Excellent communication and interpersonal skills.
  • Fluency in English and local language (e.g. Luganda).
