Job Purpose

The Land Management Officer at UEDCL is responsible for effective management of land assets, acquisition of land and wayleaves, survey of wayleave corridors and right of way for power lines, maintenance of land records, and resolution of land-related disputes in compliance with statutory requirements and industry best practices.

Job Impact

The Land Management Officer plays a critical role in ensuring timely acquisition and effective management of wayleaves and land assets.

The role directly contributes to:

  • timely implementation of electricity network projects;
  • reduction of land and wayleaves disputes and litigation risks;
  • protection of company land assets from encroachment and fraud;
  • improved compliance with land laws and compensation guidelines;
  • accurate and efficient compensation assessment processes;
  • improved stakeholder confidence and community relations.

Expected Outputs / Key Duties

Wayleave and Right of Way Surveys

  • Conduct field surveys of wayleaves corridors and rights of way for overhead and underground power lines.
  • Establish, verify, and mark corridor boundaries for power infrastructure projects.
  • Open and re-establish boundaries for company land and properties when required.
  • Undertake topographical and cadastral surveys to support project planning and implementation.
  • Prepare and produce strip maps, corridor maps, and survey plans for compensation assessment and engineering use.
  • Provide accurate survey reports for submission to the Chief Government Valuer.

Land Acquisition and Due Diligence

  • Conduct surveys for land identified for substations, switching stations, offices, and other company developments.
  • Undertake due diligence on land to be acquired, including title verification, ownership confirmation, encumbrance checks, and boundary verification.
  • Support land searches, title transfers, lease renewals, and registration processes.
  • Identify risks associated with acquisition such as multiple ownership claims, encroachments, and environmental/planning restrictions.

Land Asset Management

  • Maintain an updated inventory and database of all company land assets and interests.
  • Monitor company land for encroachment, illegal occupation, and unauthorized developments.
  • Support installation of boundary marks, concrete posts, and fencing along legal boundaries.
  • Ensure secure custody and proper management of land titles, leases, deeds, and related documents.

Dispute Prevention and Resolution

  • Support investigation of land disputes, boundary conflicts, compensation complaints, and encroachment cases.
  • Participate in dispute resolution meetings with Project Affected Persons (PAPs), local leaders, and other stakeholders.
  • Prepare technical reports and evidence for legal and administrative dispute resolution processes.
  • Support litigation management by providing survey and land documentation evidence where required.

Stakeholder Liaison and Regulatory Compliance

  • Liaise with the Ministry of Lands, Housing and Urban Development, District Land Boards, local governments, and other relevant agencies.
  • Coordinate with the Chief Government Valuer on compensation assessments and approvals.
  • Support compliance with the relevant laws, policies, regulations and guidelines
  • Engage communities and local leaders during land acquisition and wayleave activities.

Land Information and Records Management

  • Develop and maintain a way leaves and land information management system.
  • Maintain accurate physical and digital land records, survey plans, maps, and title documents.
  • Ensure timely retrieval and updating of land information for decision-making and reporting.
  • Prepare periodic land management reports and asset status reports.

Person Specifications

Academic Qualifications

  • Bachelor’s degree in Land Surveying OR
  • Bachelor’s degree in Geomatics and Land Management from a recognized institution.

Professional Membership

  • Must be a registered member of the Institution of Surveyors of Uganda (ISU).

Experience

  • Minimum of three (3) years relevant working experience in:
  • land surveying;
  • cadastral surveys;
  • land acquisition;
  • wayleaves/right of way management;
  • land administration;
  • Electricity network projects.
  • Experience in the power, infrastructure, telecom, roads, or public utility sector will be an added advantage.

  • May involve working in challenging terrain and remote locations.
