Actually, looking at the rules again: "Preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase". Empty paragraphs don't have content, so I could either keep them or remove them. Since they're empty, they don't really carry content. But to be safe, I'll keep them as empty tags since they were in the original.
Actually wait, let me re-read: "If text has no clear sections, just wrap paragraphs in

Also, I need to handle the

Actually, the rule says "no

Empty paragraphs don't have content, so I could either keep them or remove them. Since they're empty, they don't really carry content. But to be safe, I'll keep them as empty
tags since they were in the original. Actually wait, let me re-read: "If text has no clear sections, just wrap paragraphs in
tags". And "Return ONLY the HTML. No markdown fences, no explanation, no preamble."
Also, I need to handle the
tags in the first paragraph. The rule says "no
tags". So I need to convert those to something else. Hmm, but the rule says "Preserve ALL original content word-for-word". A
tag isn't really "content" though. Let me think about this...
Actually, the rule says "no
tags" explicitly. So I should remove them. But then the paragraph would just be one line. That seems fine - the content is preserved, just the formatting is changed.
Wait, but actually the rule says "no

tags", I'll just remove them and let the text flow as a single paragraph.
Hmm, but actually, looking more carefully at the instructions: "Use
for introductory paragraphs and general text". The first paragraph has a

Let me also reconsider the section headers. The user says to use

- "Employee Contract Type:" - this is a contract type, maybe or
? It's more of a metadata field. I'll use

Also, some of the bold text within paragraphs like "Reports to:", "Location:", "1. Serving as...", etc. These are part of the content and should be preserved as-is.
Let me also check: the user says "Use - for list items (duties, requirements, qualifications, skills)". The
