We need to preserve everything exactly, including punctuation, line breaks? The instruction: "Preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase". So we must keep the exact text, but we can wrap it in tags. However, we must not add extra spaces or characters. The line breaks in original are not significant? The original text includes line breaks after each section heading and bullet list. We need to preserve them as they appear? Usually we can treat line breaks as whitespace; but to be safe we can keep them inside the tags as they appear (i.e., not remove newline characters). However HTML collapses whitespace; but that's okay as we are not adding or removing characters; we just wrap.
We need to decide how to structure: Use
for section headers: "JOB SUMMARY:", "ACADEMIC QUALIFICATIONS:", "WORK EXPERIENCE:", "KEY DUTIES & RESPONSIBILITIES:" maybe also subheadings like "Human Capital Management"? The instruction says use
for section headers (e.g. Responsibilities, Qualifications, Requirements, Education, Experience, Skills, How to Apply, Key Duties, About the Role). It doesn't forbid using for other headings, but we should follow pattern: Use
for each heading line that ends with colon. Thus we will wrap each heading line in
tags, preserving the colon and text. Then for bullet points: Use
- . The bullet points start with "- ". We need to keep the dash and space? The original bullet includes a dash and a space then text. We should preserve that exactly. So each
- should contain the dash and space? Usually we would strip the dash and let li represent bullet, but instruction says preserve ALL original content word-for-word. So we must keep the dash and space inside the
- . However typical HTML list will render bullet; but we are not adding CSS; we can keep the dash as part of content. That's fine. Thus for each line starting with "- " we wrap in
- and keep the "- " plus rest.
We also have indented bullet under "Human Capital Management": there is a line "Human Capital Management" (no dash) then sub-bullets indented with two spaces and a dash. According to instruction, we need to preserve content word-for-word. So we need to treat "Human Capital Management" as a line (maybe not a bullet). It appears as a heading under KEY DUTIES & RESPONSIBILITIES but not formatted as a heading. It's just a line. Should we wrap it in
? Probably yes, as it's general text. Then the sub-bullets are list items. Thus we need to parse the raw text into lines. Let's copy the raw text exactly as given, preserving line breaks. I'll rewrite with line numbers: 1 JOB SUMMARY: To provide strategic leadership and technical guidance in the review, development and implementation of human resource policies, systems, and practices that promote a productive, motivated, and high-performing workforce at the Authority 2 3 ACADEMIC QUALIFICATIONS: 4 - An Honor’s Bachelor’s Degree in either Human Resource Management, Arts, Social Sciences, Public Administration, Development Studies, Social Work and Social Administration, Business Administration (Management Option) with a bias in Human Resource field such as Human Resource Development, Human Resource Management or Organizational Development Studies from a recognized Institution. 5 - Master’s in Human Resource Management or Master’s in Human Resource studies from a recognized Institution. 6 7 WORK EXPERIENCE: 8 At least six (6) years working experience or should have served a minimum of three (3) years at Senior level from a reputable organization. 9 10 KEY DUTIES & RESPONSIBILITIES: 11 - HR Strategy & Planning: Develops and implements HR strategies, policies, and plans that align with UIA’s mandate, organizational goals, and National Development priorities. Ensures HR plans support workforce development, succession planning, and performance management. 12 - Policy Guidance & Advisory: Advises management on HR policies, workforce planning, and staff development initiatives. Provides guidance on HR best practices, regulatory compliance, and organizational effectiveness. 13 - Human Capital Management 14 - Talent Acquisition & Retention: Leads recruitment, onboarding, and retention strategies to attract and maintain a high-performing workforce. Ensures competitive and fair HR practices that promote diversity, equity, and inclusion. 15 - Performance Management: Oversees the performance appraisal system, setting clear objectives, monitoring outcomes, and supporting managers in coaching and staff development. Implements strategies to recognize and reward performance effectively. 16 - Training & Development: Coordinates staff training, professional development, and capacity-building programs to enhance skills, competencies, and career growth. Promotes a culture of continuous learning and innovation 17 - Work Environment & Culture: Promotes a positive, professional, and ethical work environment. Supports initiatives that enhance staff motivation, well-being, and team cohesion. 18 - Employee Relations & Conflict Resolution: Provides guidance on managing employee relations, addressing grievances, and ensuring fair and consistent application of HR policies. 19 - Policy Execution: Implements HR policies, procedures, and frameworks in line with legal, regulatory, and organizational standards. Ensures compliance with labor laws, statutory requirements, and UIA governance policies. 20 - HR Systems & Records Management: Maintains accurate HR records, reports, and data for decision-making and compliance purposes. Leverages HR information systems to support workforce Note line 20 ends abruptly: "support workforce" (maybe truncated). We must preserve exactly as given. Now we need to output HTML. We'll wrap each line appropriately. Approach: For each line, determine if it's a heading (ends with colon). If yes, wrap in
. If line starts with "- " (dash space) maybe after some spaces? For top-level bullets (lines 4,5,11,12,14,15,16,17,18,19,20) they start with "- " possibly preceded by spaces? Actually line 4 starts with "- " (no leading spaces). line 5 same. line 11 same. line12 same. line13 is "- Human Capital Management" (no leading spaces). line14 starts with two spaces then "- ". line15 same. line16 same. line17 same. line18 same. line19 same. line20 same. Thus we need to detect lines that after stripping leading spaces start with "- ". We'll keep the leading spaces as part of content inside
- . So we should not strip them; we keep them exactly. Thus for each such line, we output
- followed by the exact line content (including leading spaces and the dash and space) then . For lines that are not heading and not bullet, we wrap in
- . Good.
Now line8 "At least six (6) years working experience or should have served a minimum of three (3) years at Senior level from a reputable organization." Not heading, not bullet ->
. Now we need to ensure we preserve blank lines? The instruction: preserve ALL original content word-for-word. Blank lines are content (line breaks). Should we keep them? If we output HTML, blank lines will be ignored; but we are not adding or removing characters; we could keep them as empty
? But that would add tags not present originally. Better to ignore blank lines as they are just whitespace; but that would be removing content (the newline characters). However HTML collapses whitespace anyway; but the instruction says do not add, remove, summarise, or rephrase. Removing blank lines could be considered removing content (the newline characters). However typical approach in such tasks is to ignore blank lines as they are not meaningful content. But to be safe, we could preserve them by outputting an empty for each blank line? That would add tags not originally present, violating "do not add". So we should not add tags. Perhaps we can just output the content without blank lines; the loss of newline characters is arguably not adding or removing visible content; but it's removing whitespace. The instruction likely expects us to ignore blank lines for formatting. I think it's okay. Thus we will output only the meaningful lines. Now produce HTML:JOB SUMMARY: To provide strategic leadership and technical guidance in the review, development and implementation of human resource policies, systems, and practices that promote a productive, motivated, and high-performing workforce at the Authority

- inside
- for Human Capital Management sub-bullets. Is that allowed? The instruction: Use
- for list items (duties, requirements, qualifications, skills). It didn't forbid nesting. However we must preserve original content word-for-word. The original had "Human Capital Management" as a line (no dash) then indented bullets. Representing as a
- containing text "- Human Capital Management" then a nested
- for sub-bullets seems okay. But we must ensure we keep the dash and space exactly: line13 is "- Human Capital Management". So
- - Human Capital Management . Then sub-bullets lines 14-16 each have two spaces then "- ". We'll keep those spaces inside
- . So nested
- inside that
- . Thus final HTML as above. Check we haven't added any extra text. We have preserved all text exactly, including punctuation, special characters like ’ (apostrophe), etc. We must ensure we didn't accidentally change any characters. Let's verify each line. Line1: "JOB SUMMARY: To provide strategic leadership and technical guidance in the review, development and implementation of human resource policies, systems, and practices that promote a productive, motivated, and high-performing workforce at the Authority" We wrapped exactly. Line3: "ACADEMIC QUALIFICATIONS:" wrapped. Note there’s a curly apostrophe in Honor’s and Bachelor’s. We kept. Line5: "- Master’s in Human Resource Management or Master’s in Human Resource studies from a recognized Institution." Line7: "WORK EXPERIENCE:" wrapped. Line8: "At least six (6) years working experience or should have served a minimum of three (3) years at Senior level from a reputable organization." Line10: "KEY DUTIES & RESPONSIBILITIES:" wrapped. Line11: "- HR Strategy & Planning: Develops and implements HR strategies, policies, and plans that align with UIA’s mandate, organizational goals, and National Development priorities. Line13: "- Human Capital Management" Line14: " - Talent Acquisition & Retention: Leads recruitment, onboarding, and retention strategies to attract and maintain a high-performing workforce. Line15: " - Performance Management: Oversees the performance appraisal system, setting clear objectives, monitoring outcomes, and supporting managers in coaching and staff development. Line18: "- Employee Relations & Conflict Resolution: Provides guidance on managing employee relations, addressing grievances, and ensuring fair and consistent application of HR policies." Line19: "-
. This includes line1 (job summary) actually it's a heading? It ends with colon? Yes line1: "JOB SUMMARY: To provide ..." ends with colon after JOB SUMMARY, then space then rest. So it's a heading. So we should wrap line1 in
. Similarly line3 "ACADEMIC QUALIFICATIONS:" ends with colon ->
. line7 "WORK EXPERIENCE:" ->
. line10 "KEY DUTIES & RESPONSIBILITIES:" ->
. line13 "- Human Capital Management" does not end with colon, it's a bullet line (starts with dash). So it's a
