Since the declaration of an outbreak of Bundibugyo Ebola Virus Disease (EVD) on 15 May in Uganda and the Democratic Republic of Congo (DRC), a significant public health threat has emerged in cross-border regions, including West Nile Uganda. The IRC is supporting the Government of Uganda's response to this outbreak. Working closely with the Ministry of Health, District Local Governments, UN agencies, and humanitarian partners, the IRC is implementing emergency interventions to strengthen leadership and coordination, case management, infection prevention and control (IPC), surveillance, risk communication and community engagement (RCCE), and continuity of essential health services in affected and high-risk districts.

Job Overview

The Health Manager will lead the implementation of IRC's Ebola response activities in West Nile Uganda, ensuring high-quality emergency health programming in line with Ministry of Health guidelines, WHO standards, and donor requirements. Under the supervision of the Health Coordinator, the Health Manager will work in close collaboration with and support the Public Health and Epidemic Preparedness and Response Manager. The role will provide technical, operational, and programmatic leadership for the health response, ensuring effective coordination with district authorities, Ebola response structures, humanitarian partners, and IRC support departments.

The position will be based in Yumbe, West Nile, Uganda, with frequent travel to outbreak-affected districts and other response locations as required.

Position Objectives

To ensure the effective implementation and coordination of IRC's Ebola response interventions, including case management support, infection prevention and control, surveillance, RCCE, and continuity of essential health services, while working in collaboration with and supporting the Public Health and Epidemic Preparedness and Response Manager, and ensuring compliance with Ministry of Health protocols, IRC standards, and donor requirements.

DUTIES AND RESPONSIBILITIES:

Program Management and Development

In addition to the existing responsibilities, the Health Manager will:

  • Lead the implementation of Ebola emergency response activities across supported districts in collaboration with the Public Health and Epidemic Preparedness and Response Manager.
  • Coordinate closely with District Task Forces (DTFs), District Health Teams (DHTs), Ebola Treatment Units (ETUs), and Ministry of Health response pillars.
  • Ensure implementation aligns with national Ebola preparedness and response guidelines.
  • Support implementation of Infection Prevention and Control (IPC) activities in health facilities, transit and Reception centres and communities.
