Job Description and Responsibilities
The incumbent will assist in adding capacity in supporting the mandate of OCHA. This is a complex and difficult role balancing the military battlespace with the humanitarian desire to remain neutral, impartial, and independent.
Key Duties and Accountabilities
- Operational Focal Point: Liaise with the Nigeria Armed Forces (NAF) and other security forces on day-to-day activities. Assist with access negotiation issues to facilitate humanitarian convoys.
- Mapping: Contribute to humanitarian-civil-military and security mapping. Engage with the Area Security Management Team and UNDSS on security issues pertaining to UN operations.
- Development of Strategy: Assess and analyze the humanitarian-civil-military and security environment to contribute to the formulation and implementation of a HCMCoord strategy and action plan.
- Dissemination of Guidelines: Ensure applicable humanitarian civil-military coordination guidelines are properly disseminated and understood by both humanitarian actors and military/police forces.
- Liaison with Humanitarian Organizations: Maintain a contact network with other UN Agencies and INGOs responsible for humanitarian-civil-military relations.
- Support Humanitarian Coordination: Assist in supporting the humanitarian coordination structure in interfacing with military representatives.
- Military Liaison: Maintain communication with military forces in the AOR and establish mechanisms to resolve operational issues.
- Assessment and facilitation: Provide support with inputs to briefings for Management on HCMCoord issues.
- Training: Assist in identifying training needs of both humanitarian actors and military forces in the AOR.
- Access: Assist Access colleagues working on the Humanitarian Cargo Notification System.
- Perform other duties as may be requested by the Head of HCMCoord.

- Knowledge of a range of humanitarian assistance, emergency relief, related human rights, and security issues.
- Ability to identify issues and judgment in applying technical expertise to resolve a wide range of problems.
- Ability to work under pressure and provide guidance to new/junior staff.
- Knowledge of the NAF and related national and international security services.

- Works collaboratively with colleagues to achieve organizational goals.
- Supports and acts in accordance with final group decisions.

Qualifications
Education: An advanced university degree (Master's degree or equivalent) in Social Science, International Relations, Political Science, Law, or other relevant fields, or a relevant first-level university degree with a combination of two additional years of qualifying experience.
Experience:
- Applicants with a master’s degree are not required to have professional work experience. Applicants with a Bachelor’s degree are required to have a minimum of two years of professional experience in humanitarian civil-military coordination and security.
- Experience with exposure to Nigerian Armed Forces is desirable.
- Experience in working with Office suite applications is desirable.
- Experience in social, political, and economic conditions is desirable.
- Experience facilitating meetings and reporting is desirable.
Language:
- Fluency in oral and written English is required. Knowledge of the local language spoken in the northeast of Nigeria is desirable.
