Job Description
Roles and responsibilities
- Adherence to NRC policies, guidance and procedures
- Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
- Participate in program design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
- Support program staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in program development, adjustment or review.
- Contribute to organizational learning through supporting specific analysis, lessons learned and reports.
- Capacity building and training of program and M&E staff on monitoring and evaluation technical and conceptual areas.
- Supervise and mentor M&E staff in executing M&E plans.
- Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs
Specific responsibilities:
M&E Systems and Tools
- Maintain and strengthen the overall M&E system by systematically reviewing progress against established benchmarks, facilitating consultations and technical trainings and coordinating regular reviews and updates.
- Provide technical support to program teams in the development of core M&E tools, including the M&E matrix, indicator reference protocols, indicator performance tracking tables and quality benchmarks.
- Support Program staff in the identification, planning and execution of M&E activities, encompassing costed concept notes, design of data collection tools, digital data collection processes, data management, analysis and evidence-based utilization.
Reporting and Data Quality
- Compile periodic quantitative output reports and ensure timely and accurate monthly reporting into GORS with rigorous data quality checks aligned to global standards and prescribed timeframes.
- Lead the preparation of high-quality analytical reports for donors and internal NRC use. In collaboration with the M&E Manager, produce monthly M&E reports highlighting trends, gaps, and performance at both country and Area Office levels
Capacity Building and Field Support
- Together with the M&E Manager, facilitate structured capacity-building initiatives and technical trainings for Program and M&E staff focusing on both conceptual and applied aspects of monitoring and evaluation.
- Provide technical and surge support to field teams through regular visits, emphasizing data collection, analysis, data management, quality reporting and organizational learning.
- Train field staff on technology-enabled data collection methods including the use of standardized questionnaire templates.
- Deliver ongoing technical assistance and work in close collaboration with NRC’s partner organizations to ensure the production of accurate, timely and high-quality reporting. This includes both routine monthly achievement reports and periodic donor-related submissions with strict adherence to established standards, deadlines and accountability requirements.
Analysis, Evidence and Grants
- Provide technical and surge support for both quantitative and qualitative analyses including assessments, donor reporting, needs assessments, post-distribution monitoring and outcome surveys.
- Lead periodic grant reviews ensuring that M&E data and analysis inform program adjustments for improved quality and delivery.
- Monitor indicators and track target achievement across projects in close coordination with Core Competency Leads and Project Managers.
Program Planning and Coordination
- Contribute to project and program planning processes, including kick-off and review meetings by preparing and presenting monitoring data that highlight progress, challenges and lessons learned.
- Support the identification of opportunities for cash-based interventions and market-based programming ensuring that M&E evidence informs strategic decision-making.
Safe and Inclusive Programming
- Ensure that all activities comply with NRC’s Safe and Inclusive Programming (SIP) guidelines and policies.
- Report any breaches or concerns confidentially through NRC’s established channels.
- Promote and safeguard a safe environment for reporting concerns, ensuring that all cases are managed with confidentiality, sensitivity and accountability.
