About the Role
Since 2014, the International Organization for migration (IOM) in close partnership with the governments, United Nations (UN), and non-governmental organizations (NGOs), has been addressing a range of migration-related issues, including disaster risk management in Malawi in line with its strategic objective of “driving solutions to displacement”. IOM Malawi also supports the Government of Malawi to strengthen systems and capacity for disaster risk reduction and climate resilience with a focus on minimizing the risk of climate-induced displacement and improving the management of displacement at all levels.
The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable displacement affected communities in Southern Africa and the Indian Ocean Countries, namely Malawi, Mozambique, Madagascar, Comoros, Mauritius and Seychelles (i.e. Cluster 2).
Under the overall supervision of the Chief of Mission (CoM) in Malawi and direct supervision of the Displacement Tracking Matrix (DTM) Officer and, in collaboration with relevant units at IOM Malawi, the successful candidate will be responsible and accountable for providing technical support on IOM’s activities on displacement data tracking and management, with a focus on the RE2CLID programme. The role is critical in enhancing availability of data and information on climate-induced displacement in Malawi and providing reliable data to be used for the formulation of policies and programmes on disaster risk reduction
EDUCATION
- Bachelor’s Degree in Statistics, Demography, GIS/Geography, Social Sciences, or Development Studies with five years of relevant experience, or
- High school degree with seven years of relevant professional experience.
- Computer literate in MS office applications – Word, Excel, Outlook and Database applications.
EXPERIENCE
- Experience in coordinating large scale data collection or survey programmes in a humanitarian crisis setting including development and/or review of data collection tools, supervision of data collection and analyzing and managing data.
- Proven experience in using ODK or KOBO or any mobile application which is used to collect data.
- Good knowledge of data collection techniques, including surveys, key informant interviews, focus group discussions.
- Proven experience in conducting training and supervising enumerators / data collection exercises.
- Proven experience in working with multi-sectoral stakeholders to utilize the data collected including building capacity of district and community structures to enhance their knowledge and stimulate their action on climate displacement.
- Experience in Information Management and producing analytical products using primary data collection techniques.
- Knowledge of IOM DTM packages is considered an advantage.
- Experience with international organizations is an advantage.

- Capacity Building: Experience in conducting capacity building activities and developing training materials.

- Report Writing and Analysis: Strong analytical and report-writing skills are essential including impact evaluation of capacity building initiatives.
- Adaptability and Flexibility: Ability to adapt to a dynamic environment and work under pressure.
- Support the design and coordination of displacement data needs assessment to identify data gaps in existing frameworks and systems used for collection, processing and management of displacement data.
- Participate in the development and/or review of tools and methodologies for collecting, storing, processing, managing and dissemination of displacement data.
- Coordinate data collection, analysis, and dissemination of findings.
- Carry out quality control and necessary correction of data collected in close coordination with the enumerator field staff and DTM colleagues at the country, regional, and HQ-level.
- Participate in the development and/or review of Standard Operating Procedures for displacement data collection, analysis and dissemination processes.
- Ensure all data are kept safe and confidential applying IOM’s data protection principles.
- Participate in the recruitment, deployment, and training of enumerators.
- Liaise with relevant Ministries, Departments and Agencies; UN Agencies and local authorities to facilitate data collection activities and share information in accordance with established procedures.
- Perform such other duties as may be assigned.
